I agree with John and Silva's earlier comments. 

Evaluators responsibility is to give recommendations not solutions. But recommendations will help "solutions". 

What is missing in evaluation practice is:  

a. Most recommendations are unrealistic and not achievable. 

b. Time is up that evaluators should cultivate a vision for the future. 

c. Findings and recommendations should be program (holistically) wise.

d. Evaluators should design their own evaluation indicators and this should be included in TORs.
