Most often Evaluators are selected due to some connections and when selected they hope to be selected again in the future. In such a scenario, the Evaluator will to look good so that he or she does not miss out in the next assignments. In so doing he or she gets compromised and that affects the neutrality, impartiality and independence. True or false?
