That evaluators are physically and emotionally distanced from the project (if you suggest an outsider to evaluate) may not make them neutral, impartial and independent. What is perhaps more important is to identify objectively verifiable indicators and use data triangulation to check the authenticity of the information generated and use a blend of qualitative and quantitative methods.
