I do very much agree with your views because if the data collection process is undermined, then the wrong data would be collected, which would definitely affect its interpretation and by extension the reporting. The data collection, interpretation and reporting processes must follow a logical sequence like the result chain - One must inform the next.
RE: Neutrality-impartiality-independence. At which stage of the evaluation is each concept important?
