I am currently working on establishing an evaluation framework for courts in state of Victoria, Australia. Your diagram provides an excellent overview of how I can conceptualise the framework, as I consider existing gaps, building capability and growing an overall culture of evaluation and evidence based decision making. Certainly, the visual tool brought the message home to me!
