I’m not sure if I’ve seen a checklist (though one would be great!), but it usually comes down to what type of evaluation is being requested and whether the type of information is available. For example- if the client wants a process evaluation but is not willing for the evaluator to conduct interviews or focus groups, then that could be an issue. 
 
The main points I would consider are whether the information/buy-in is available to satisfy (1) the type of evaluation requested (2) the contractual requirements (3) the ethical needs (4) the budget/resources allotted.
