TCLP Working Session #22 – Operationalizing Transformational Change: Insights from the GEF

The Transformational Change Learning Partnership (TCLP) working session on May 27, 2026 will focus on how the Global Environment Facility (GEF) is framing their transformational intent and operations around a set of seven transformational change attributes.

Transformational change is a key strategic objective in multilateral environmental finance, yet defining, evaluating, and evidencing it in practice remains one of the most complex challenges across the sector. This working session will share a common foundation for understanding transformational change in the GEF context, before introducing a draft IEO analytical framework built around seven transformational change (TC) Attributes designed to orient TC assessment within the GEF's existing evaluation criteria, (encompassing the OECD/DAC evaluation criteria plus “Inclusion”). Participants will be invited to reflect on the framework's design logic and its application to evaluation practice across different evaluands and contexts.

This virtual working session forms part of a series of informal 60-minute workshops to collaborate on evidence, knowledge, and analysis that can drive transformational change in climate action and grow the TCLP’s community of practice. Follow the series here.
