Guidelines to Climate Mitigation Evaluations Issued on 2013 by GEF Independent Evaluation Office
This paper contributes to addressing persistent methodological challenges in climate change mitigation evaluation by proposing a set of guidelines. It focuses on a theory-based approach to assessing mitigation interventions and tackles key conceptual and practical issues, including the varying geographic scales of mitigation efforts, different approaches to greenhouse gas (GHG) emissions accounting, and the application of OECD DAC criteria to climate change projects.
