Monitoring, Evaluation and Learning Officer

  • Assisting with data collection, data entry and results reporting to meet USAID requirements and participating in overall data management activities.
  • Ensuring that there is proper documentation of all partner reports, submitted data sets in both soft and hard copies.
  • Reviewing partner indicator documents to ensure that youth, gender and refugee sensitive indicators are included.
  • Efficiently entering and supporting analysis of various data collected into AirTable, Development Information Solution (DIS) and results Aggregation system. Supporting efforts to minimize duplication of data.
  • Assisting the MEL Advisor and Partnership Managers in building capacity of staff in data collection and data quality assurance methods and other aspects of data management.
  • Working with other partners as appropriate and required to increase capacity to provide quality timely data.
  • Routinely tracking partner milestones due dates and assisting partners in using the Excel data capture templates and eliminating bottlenecks to ensure timely submission of deliverables.
  • In collaboration with the respective Partnership Manager, assisting to review partner deliverables to ensure technical compliance.
  • Participating in the cleaning and validating of data sets collected and captured using electronic systems such as tablets or smartphones. This also includes supporting the MEL Advisor in maintaining an online filing system and data sources for all reported data sets.
  • Performing any other tasks assigned by the MEL Advisor consistent with the overall nature of the activity.

Oct 2022- Nov 2023     Monitoring and Evaluation Officer-Hanns R. Neumann Stiftung Africa (HRNS), Mityana

  • Contributed to the development, testing and maintenance of the CommCare application that was used by the project in close collaboration with the HRNS MEL coordinator.
  • Implemented and managed HRNS’ Monitoring and Evaluation system/CommCare application in the project area by ensuring that staff, field officers and facilitators understood and correctly used the application.
  • Ensured that all reporting formats, templates, and reports are up to date, gender sensitive and all information collected and reported was disaggregated by gender.
  • In liaison with the Database Officer, performed data cleaning, analysis using pivot tables and produced reports as required by project management and HRNS Management.
  • Ensured that reported figures were correct, verified and approved by the project manager before submitting to MEL Coordinator.
  • Safeguarded storage and management of the data at field office level in close cooperation with the MEL coordinator.
  • Ensured that regular and timely monitoring of all indicators of the log frame was done, i.e., on adoption levels of recommended agricultural practices, performance of demonstration plots (activities and productivity, improvement of coffee quality) and monitored progress for each of the component in comparison with the set targets.
  • Actively participated in the planning and conducting of the baseline, midterm and endline studies. As a field-based M&E Officer, backstopped enumerators during data collection.
  • Actively participated in organized activities such as VSLA, demonstration plots, FFS performance assessments/follow up and kept a learning-attitude.
  • With support from the Database Officer, gave prompt feedback to the facilitators on a day-to-day basis regarding the quality of data entered by them into the system.
  • Backstopped and built capacity of the Field Officers and facilitators in the use of CommCare application.
  • Reported on a bi-weekly basis on the state of activities to the Program manager in liaison with the Database Officer
  • Developed monthly reports and shared with Project manager. Provided data summaries to the Project Manager/MEL Coordinator as requested. 
  • Ensured that reporting to the Project Coordination Unit (PCU) in consultation with the project manager and MEL Coordinator was done in a timely manner as per agreed schedule.
  • Provided feedback on M&E challenges being experienced in the project area to the Project Manager and MEL coordinator and responded to his/her feedback and requests.

Dec 2021-Sep 2022      Monitoring, Evaluation and Learning Officer-Restless Development Uganda, Kampala

  • Reviewed, developed, and implemented the programmes’ log frames, systems, and tools to ensure programmes were monitored and evaluated effectively, efficiently and in line with national strategies and donor requirements. 
  • Implemented routine M&E field visits to verify programme interventions, obtained data from the field for programme quality and engaged stakeholders in M&E.
  • Participated in monthly programme and planning meetings to ensure that results of data analysis inform programme decision making.
  • Ensured appropriate internal communication and feedback systems are in place and functioning so that M&E informs programme planning and implementation.
  • Provided appropriate data for staff, in the dissemination of data internally and externally.
  • Assisted in joint initial analysis of evaluation survey data and drafted the evaluation report and impact briefs.
  • Regularly updated M&E database for internal M&E data dissemination.
  • Lead the entry and cleaning of all M&E activities in line with the organization reporting frameworks such as evaluation surveys and supported staff in entering the data.
  • Ensured data integrity through cleaning, proper storage and verification of data once entered.
  • Provided timely feedback to the programme team regarding the quality of M&E data.

  • Managed activity budgets for M&E unit activities such as trainings.

Jan 2021-Nov 2021     Monitoring and Evaluation Assistant-Uganda Village Project, Iganga

  • Supported in development of a plan for project-related capacity building on M&E and computer-based support that may be required 
  • Organized and undertook training of collaborating partners on M&E as required
  • Maintained, administered the M&E database, analyzed using pivot tables and aggregated findings
  • Identified lessons learnt and developed case studies to capture qualitative outputs of a project and advise project teams on improving performance using M&E findings
  • Supported production of reports on M&E findings and prepared presentations based on M&E data

Nov 2019-Jul 2020     Monitoring, Evaluation and Learning Assistant- Chemonics International, Kampala under USAID Feed the Future Youth Leadership Activity (FtF YLA)

  • Assisted with the design/review and implementation of the Activity Monitoring, Evaluation and Learning Plan (AMELP) to ensure activity implementation follows set standards.
  • Entered raw indicator data and supported analysis using pivot tables of various data collected into the Results Management System database.
  • Assisted with data collection, data entry and results reporting to meet USAID requirements, and participated in overall data management activities.
  • Supported data entry into the different contractual information systems and databases such as the USAID PRS, Trainet, FTFMIS. 
  • Re-organized and filed all Monitoring, Evaluation and Learning data source documents on file as well as on soft copy (share point)
