I have extensive experience in designing, implementing, monitoring and evaluating a range of large-scale donor programs, country programs, multi-donor trust funds, targeting sustainable and achievable results and with an eye on value for money and continuous performance improvement. I have particular expertise in policy development, governance, innovation, decentralization, transfer of knowledge, technical vocational education and training, SME development, As a technical education specialist, for more than two decades, he established strategic linkages and partnerships with TVET institutions, business and industry, small and medium enterprises, contract training, extension services, curriculum development using DACUM, Training of Trainers, and demand driven training.
Knowledge Development and Capacity Building
With a commitment to lifelong learning, collaboration and partnership, I have delivered RBM, business development, partnership development, performance monitoring and evaluation seminars, workshops, and training courses across Canada and internationally, supporting capacity building efforts of thousands of professionals. A key part of his efforts has been to advance the knowledge of opportunities for Canadian firms in the international market, advance their capacity to compete and to promote an awareness of the products and services offered by EDC that could reduce the risk and boost their confidence. Since 1996, this has involved working with Canadian Private Sector Liaison Officers (PSLO) Network, EDC, GAC, and OLIFI in Washington in leading the design and delivery of “IFI Bootcamps”.
As a Board member of the Canadian Association of International Development Professionals (CAIDP), he I delivered shorter training sessions on “How to do business with IFIs” to support private firms and individual consultants who attend CADIP’s annual conference.
Continuing his lifelong work with academic institutions, I support educational institutions across Canada to identify opportunities in line with Canada’s International Education Strategy.

Private Sector Leadership, Representation and Business Development
I established and operated Integrated Development Enterprise Associates (IDEA Inc.), an Ottawa-based international development consulting and media firm. From 2005 until January 2015, Hussein provided wide-ranging and dynamic services to a client from all sectors. During this period, a significant portion of this work focused on the position as Senior Advisor, Business Development, for the Saskatchewan Institute of Applied Science and Technology - SIAST - now Saskatchewan Polytechnic. I established and operated the SIAST Ottawa Bureau, leading business development and planning, project design, start-up operations, performance monitoring and performing government relations functions as a registered lobbyist. Examples of successes included the development and implementation of transformational initiatives for DFATD/ CIDA supported projects such as: the $6 million Building and Extending Skills Training (BEST) Project in Jordan, the $10 million Decentralization of the Management of Skills Training (DMST) Project, the $4 million Skills for Employment Project in Ukraine, and the $3.5 million Tra Vinh Improved Livelihoods Project in Vietnam. In Canada, Hussein led Saskatchewan Polytechnic’s development of five projects in the skilled trades area with Human Resources and Skills Development Canada and Citizenship and Immigration Canada, to establish the new Federal Skilled Trade Class.
During In 2015, Hussein joined Cowater International as the Acting Vice-President establishing the Local Governance and Economic Development Group. From 2016-2023 Hussein was Practice Leader and Senior Advisor, Performance Measurement with Universalia. Hussein established a dedicated Performance Measurement Practice and serves as a Senior Consultant on assignments related to results-based management (RBM), enhancing organizational and institutional performance, measuring the achievement of targets on projects and programs and developing capacity building activities.
