I hold a Ph.D. in economic sciences from the Université Paris Saclay, and a master’s degree in development studies from the University Paris I Panthéon Sorbonne. I graduated from the Ecole des Hautes Etudes Internationales in France.

As a development researcher and policy advisor, my work is diverse. It covers the reconfigurations of Mexico’s development cooperation, Mexican foreign policy, South-South cooperation in Mesoamerica, the Central American integration process, the Financing for Development agenda, post-development approaches, the nexus between democratic governance and development, and the human right to development.

I have published in Spanish, English, and French, in different formats and platforms. Among which: AMEXCID 2021: ¿Resiliencia ante la incertidumbre?; Prosocial Governance for Peacebuilding and Community Resilience: Experiences from Mexico; Revitalizar la integración centroamericana, adelantando la agenda de desarrollo 2030; Mexican South-South Cooperation after BAPA+40: A Quality and Effectiveness Affair; De l’architecture classique de l’aide, à la nouvelle “configuration” de la coopération internationale pour le développement post-2015.

I currently serve as the Coordination and Policy Engagement Lead for the FfD4 expert track on international development cooperation. My experience providing policy advisory to senior officials is extensive, having most recently advised the UN Special Rapporteur on extreme poverty and human rights. I have also served as a national officer of the United Nations Development Programme and a civil servant for the Mexican Agency for International Development Cooperation.
