I hold a Master’s degree in Public Policy and Government from Fundação Getulio Vargas (FGV), a Postgraduate degree in Public Policy Evaluation from the Brazilian Legislative Institute, and a Bachelor’s degree in Social Sciences. I have more than 15 years of experience in ex-ante and ex-post evaluation, design, monitoring, and effectiveness analysis of public policies and programs, working at the federal, state, and municipal levels, in the National Congress, and within multilateral organizations.

I developed my own methodology for parliamentary planning and evaluation and have solid experience in food security, international cooperation, family farming, environmental policies, climate change, the Amazon and Caatinga biomes, restoration of degraded areas, desertification control, and humanitarian emergency settings.

Internationally, I have worked as a consultant for UNESCO, FAO, UNDP, PAHO/WHO, GIZ, OEI and other multilateral organizations, supporting strategic projects focused on results, governance, and lessons learned.

Highlighted Evaluation Experience

Across two decades, I have led or integrated teams responsible for qualitative and quantitative evaluations of public policies and projects, including:

Consultant responsible for effectiveness evaluations of projects funded by the Amazon Fund/BNDES, contracted by Deutsche Gesellschaft für Internationale Zusammenarbeit – GIZ Brazil, between 2021 and 2023. During this period, I carried out:

  • 2023: Effectiveness evaluation of four Amazon Fund projects implemented in strategic territories of the Brazilian Amazon.
  • 2022: Effectiveness evaluation of seven municipal projects located in the "Arc of Deforestation" (PA and MT), focusing on socio-environmental governance, deforestation control, and restoration of degraded areas.
  • 2021: Effectiveness evaluation of projects supported by the Amazon Fund/BNDES, including analysis of results, sustainability, replicability, and lessons learned.

Final evaluations and baseline studies on food security for Venezuelan migrants in Brazil – coordinated large-scale humanitarian evaluations (PROVIDENCIA, ANA, SAVEB, SWAN, ALIMENTUM), using international indicators (HHS, FCS, rCSI) and UN methodologies, contracted by ADRA Brazil and international partners.

Results evaluation of the LideraGOV Program (ENAP/CLP) and evaluation of the Export Financing Program – PROEX (OEI/ENAP) – analysis of policy design, governance, effectiveness, and applicability at national level.

Evaluation and systematization of lessons learned from the DAKI – Semiárido Vivo Project in Latin America – production of a publication on climate-resilient agriculture across Brazil’s Semi-Arid region, the Central American Dry Corridor, and the Gran Chaco.

Evaluation of the implementation of Brazil’s National Food and Nutrition Security System (SISAN) and analysis of indicators in Northeastern states – contracted by FAO and Abrandh.

Evaluations of territorial, environmental, and climate-related public policies – using OECD and UNEG/UN methodologies, sustainability analysis, counterfactual methods, risk assessment, economic return, and legislative impact.
