América Elvira Hernández Veráztica is a specialist in evaluation, results-based management, and public policy analysis, with over ten years of experience working on the design and leadership of evaluations in Latin America. She is currently a doctoral candidate in Social Sciences with a focus on impact evaluation and evidence translation in complex contexts. She has collaborated with international organizations such as the United Nations, the Inter-American Development Bank, and the European Union, leading evaluations and institutional strengthening processes on issues of integrity, anti-corruption, gender, and social development. 

As a former Senior Specialist in Monitoring and Evaluation at UNODC, she designed methodological frameworks, coordinated evaluations of public programs, and contributed to capacity building in the public sector. Her work is distinguished by its integration of methodological rigor with a strategic vision oriented toward decision-making, as well as by her experience in designing monitoring systems, indicators, and models based on the theory of change. In recent years, she has incorporated data science and artificial intelligence approaches into evaluation. Country and current location: Mexico City, Mexico.
