Policy and Advocacy Manager

Clemence Tauya Nhliziyo is a highly accomplished policy and advocacy expert with 18 years of experience in education, land, and agrarian reform. His work spans research, program management, and government engagement, with a proven track record of driving impactful policy changes. Currently serving as Policy and Advocacy Manager at CAMFED Zimbabwe, he leads the $12.4 million GPE Girls Education Accelerator program, which has significantly reduced school dropout rates through an innovative Early Warning System. His consultancy with the World Bank resulted in the development of Zimbabwe’s ICT in Education Policy, integrating technology into the national curriculum. Additionally, he has conducted critical evaluations of education initiatives, assessing program effectiveness and recommending evidence-based improvements to enhance learning outcomes.  

A recognized thought leader, Nhliziyo has authored influential research on gender-responsive education and land governance, contributing to regional and global policy discussions. His leadership roles—including Board Chair of Tsorodzo dzeAfrika and former Programmes Manager at the Education Coalition of Zimbabwe—demonstrate his ability to unite stakeholders and shape key policies such as the Education Amendment Act (2020). Through rigorous evaluations, he has identified gaps in education access and advocated for inclusive solutions, particularly for marginalized girls. His expertise bridges grassroots insights with high-level strategy, ensuring sustainable development impact across Zimbabwe and beyond.
