Curline (BSc. International Relations; MSc. International Business) has over ten years substantial experience in designing and implementing monitoring and evaluation (M&E) systems at sectoral and national levels in particular in the Caribbean and with national governments and regional institutions. She particularly enjoys developing results-based monitoring and evaluation tools, specifically theory of change, logic models and performance measurement frameworks. She is skilled in monitoring and reporting on national strategic plans, including medium term planning frameworks. With her extensive knowledge of strategic planning and project cycle management, she has provided support for the development and implementation of Jamaica’s long term national strategic plan - Vision 2030 Jamaica and many other strategic frameworks across the globe. Curline is also skilled in conducting participatory programme and project evaluations in several sectors. The main sectors that Curline has worked in over the years are education, energy, environment – climate change and disaster risk management, national security, justice, water and sanitation, health and HIV/AIDs, human rights and gender, and social protection. Curline also has demonstrated experience in writing manuals, toolkits and action plans especially for the M&E frameworks developed. Curline is also skilled in assessing training needs, developing training materials and facilitating trainings. Throughout the last decade, Curline has been enriched by her work with bilateral and international development institutions including the World Bank, IDB, CIDA (now GAC), UNDP, UNAIDS, UNICEF and UN Women. Research, baseline data collection and analysis for social safety net and public expenditure reviews, evaluations, programme analysis, UNDAF preparation, and proposal writing are among the work Curline has done for these institutions. She works primarily in the Caribbean Region but has experience working at a distance in Africa, Middle East and Europe. Curline is fluent in English and has a basic level proficiency in French. Curline is an active member of the Caribbean Evaluators International (CEI), a regional network of evaluation professionals. She enjoys sharing her time and skills with peers as well as volunteering in the NGO sector.
