Director & Lead Consultant

Over the course of her career, Curline has worked extensively with multilateral and bilateral organizations, including the World Bank, Inter-American Development Bank, Caribbean Development Bank, UN agencies, and regional institutions (CARICOM, CARPHA, Caribbean Export, Caribbean Climate Change Centre). This experience has given her a deep understanding of the performance management systems, reporting protocols, and operational requirements of major development partners.

Her sectoral expertise includes education, health and HIV/AIDS, social protection, migration and development, population and development, national security, justice, water and sanitation, climate change and disaster risk management. She is also highly experienced in mainstreaming gender, equity, and inclusion into M&E processes, including the development of gender-sensitive indicators and inclusive evaluation frameworks that consider the needs of vulnerable and marginalized groups.

Curline excels in developing robust qualitative and quantitative indicators for tracking and reporting progress on development initiatives. She is adept at identifying gaps in monitoring systems, proposing practical solutions, and creating data collection tools, reporting mechanisms, and performance measurement frameworks. Her approach balances rigorous data analysis with participatory methods to ensure that stakeholder voices are included and findings are actionable.

In addition to her technical skills, Curline brings significant expertise in institutional capacity building. She has designed and facilitated M&E training workshops, developed toolkits and manuals, and supported government agencies and organizations in strengthening their evaluation systems. Her work often includes capacity assessments and the implementation of knowledge-sharing platforms to ensure lasting impact beyond the duration of her engagements.
