Africa and West Asia Monitoring and Evaluation Specialist

Ms. Asiimwe Elizabeth Margret is a Monitoring, Evaluation, Research and Learning (MERL) specialist, educationist, and health anthropologist with over 19 years of experience in research, programme management, and evaluation. She has led baseline studies, mid-term reviews, end-line evaluations, operational research, and impact assessments across sectors including health, education, governance, women’s empowerment, climate change, WASH, agriculture, economic development, and access to justice.

She has extensive expertise in results-based management, monitoring and evaluation systems strengthening, learning and knowledge management, and evidence-based decision-making. Her experience spans grassroots community engagement to strategic programme and portfolio management, with a strong track record of coordinating partnerships among governments, civil society organizations, donors, and community stakeholders.

Elizabeth is skilled in both qualitative and quantitative methodologies, including mixed-method evaluations, outcome harvesting, outcome mapping, theory-based evaluations, and participatory approaches. She currently serves as the Monitoring and Evaluation Lead for International IDEA’s Africa and West Asia Programme. She holds an M.Phil. in International and Comparative Education from the University of Oslo, Norway, and a Bachelor of Arts in Education (Hons) from Makerere University, complemented by professional training in research, monitoring and evaluation, data management, and Indigenous Peoples’ Rights and Policy. She is also a US CDC Public Health Fellow.
