Monitoring and Evaluation Officer
My responsibilities and achievements include:
• Contributing to effective planning, organization, and execution of the M&E function by supporting the training, equipping, and facilitation of field-based monitoring staff, and following up to ensure that their HR, travel, and capacity-building issues are promptly addressed.
• Participating in data collection, and collecting relevant information for the project activities.
• Implementing data quality assurance procedures that include but are limited to spot-checking data in the field and crosschecking data from multiple source documents.
• Conducting a monitoring visits to project implementation areas to check on the data collection progress
• Conducting key informant interviews, focus groups, and roundtables in close collaboration with the field staff.
• Acting as the technical focal point for all livestock health-related M&E issues, ensuring that project results, work plans, Letter of agreements , and delivery/implementation arrangements (including logistical actions, release orders, etc.) are correctly designed, captured, compiled, tracked, and included in the overall M&E planning.
• Participate in the design and execution of baseline surveys, progress monitoring, outcome assessments, end line surveys, and evaluation for all FAO emergency and resilience-building projects in the country. Specifically, lead the design of digital data collection tools using multiple platforms.
• Develop a MEAL plan for the projects
• Assist Programme teams, Responsible Officers, Heads of Sub-Office, and field monitoring teams in providing technical backstopping to Implementing Partners (IPs) and ensuring compliance of IPs with letter of agreements and term of references.
• Capacity building of the program or project team to ensure the monitoring tools are fully understood
• Contact training for the implementing partners and the M&E staff on data collection, M&E tools, and M&E activities
• Ensure the collection of relevant and appropriate data needed for an effective M&E system which will be utilized in monitoring strengths, weaknesses, and gaps in existing projects and services and for reporting on donor commitments
• Monitor the implementation of the delivery of veterinary services through the CBAHW network in various locations of South Sudan in close collaboration with the FAO implementing partners/service providers.
• Monitor and review deliveries of basic veterinary kits, distribution to CAHWs at designated sites, and CAHW service delivery.
• Monitor and report on livestock ownership, disease and parasite situation, body condition, water, and pasture condition as well as treatment and vaccination.
• Identify concerns with the veterinary service delivery arrangements and report them to the concerned units.
• Collaborate with national institutions, UN agencies, NGOs, and other entities providing animal health services to map out geographical areas covered, identify coverage gaps, and improve monitoring and reporting.
• Ensure compliance by checking that implementing partners have the technical staff to support the CAHWs on the ground per the terms of the LoAs and budget.
