Scoping Study on Evaluation of Natural Resource Management Interventions linked to Climate Change Issued on 2015 by GEF Independent Evaluation Office

The Scoping Study on Evaluation of Natural Resource Management (NRM) Interventions related to climate change, conducted by the GEF Independent Evaluation Office (IEO) for the former Earth-Eval community and developed in collaboration with Earth-Eval members, examines the methodological challenges in evaluating NRM interventions with climate change components. It addresses issues such as evaluation design, time horizon, spatial scale, M&E systems, data quality, and resource valuation. 

The study also highlights opportunities to improve evaluation methods, including the use of theory of change, mixed methods, and retrospective case studies to better understand complex cause-and-effect relationships and unanticipated stakeholder adaptations. This study was discussed at the Second International Conference on Evaluating Climate Change and Development in Washington, DC.
