Framework for Monitoring and Evaluation of Adaptation to Climate Change Issued on 2011 by GEF Independent Evaluation Office
This framework paper developed by the GEF IEO in the context of the Earth-Eval community of practice (formerly Climate-Eval) in 2011 provides practical guidance on applying sound monitoring and evaluation (M&E) methodologies to climate change adaptation initiatives. It aims to support capacity development for effective adaptation M&E.
The report is structured into three parts: Part One outlines the framework’s structure, background, and key M&E methodologies. Part Two explores challenges and opportunities in adaptation M&E, while Part Three presents practical case studies and insights from nine national adaptation frameworks. The appendices include additional case studies, elements of National Adaptation Plans of Action (NAPAs), stakeholder analyses, and a directory of relevant resources.
