Humanitarian and development needs are at record highs, while funding continues to tighten. The Humanitarian Reset and UN 2.0 Agenda call for a fundamental shift towards cost-effectiveness, evidence-based decisions and breaking down of institutional silos. Yet evidence generation has long mirrored the fragmentation of the UN system. Agencies have often pursued parallel evaluation agendas, resulting in duplicated efforts, incomparable data and persistent gaps in understanding how multi-agency delivery performs relative to single-agency approaches.

To support the UN80 reform, United Nations agencies are co-generating the rigorous, inter-agency evidence needed to reduce operational duplication, optimize frontline delivery and demonstrate clear value for money on the ground.

An innovative future for evidence generation

This collaborative evidence agenda will be front and centre at the Global Impact Evaluation Forum 2026 in Geneva, co-hosted by WFP, UNHCR, UN-OCHA and UNICEF, with the generous support of Norway and Switzerland.

Building on the momentum of the 2023 Impact Evaluation Forum in Rome, where WFP first convened a global impact community around a shared evidence agenda across the UN, the 2024 WFP-UNICEF forum in New York, and the 2025 forum in Rome, the 2026 Forum serves as a timely platform to show how impact evaluation partnerships support operational reforms in the context of UN80
