PROGRAMME MANAGEMENT, IMPACT EVALUATION, GOVERNANCE, AND CLIMATE CHANGE EXPERT
25+ Years as Project Leader and Evaluation Lead: Steering 18 Teams on International Aid Projects (€1.5M - €12M) in Europe, Southeast Asia and Southern Africa. Expertise includes designing, executing, managing, and evaluating extensive multi-country and multi-stakeholder programs for governments, regional secretariats, multilateral institutions, and philanthropic organizations.
- Programme Management and Strategic Oversight. Held a variety of senior and team leadership positions, working with multicultural teams and international consultants (up to 15 members) on all facets of project management. This encompassed impact-oriented design, financial planning, effective implementation, strategic partnership building, impact evaluation, and project completion. Extensive experience advising top decision-makers at ministerial and departmental levels, as well as technical experts at the operational level.
- Monitoring & Evaluation, Results-Based Public Sector Management and Impact Management. Developed and implemented rigorous evaluation methodologies, demonstrating comprehensive expertise in both qualitative and quantitative research to ensure the integrity of evaluations. Advised on Results-based Management and impact management, selecting evaluation methods to optimize their impact across diverse settings. Served as a trainer and communicator, facilitating workshops aimed at strengthening evaluation and impact-focused skills within organizations such as the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety (BMU), the Organization for Economic Co-operation and Development (OECD), and the Association of Southeast Asian Nations (ASEAN) Secretariat. Led and coordinated methodological support across varied teams and projects, enhancing the capabilities of both peers and stakeholders.
- Democracy, Good Governance and Public Administration Reforms. Extensive experience in promoting democratic governance and implementing significant public administration reforms in partner countries. Spearheaded strategic initiatives and provided top-level policy guidance to governments and international organizations. Played a crucial role in public administration reforms and developed training programs to strengthen civil service capabilities in numerous partner countries. Conducted thorough evaluations of governance projects and led policy development efforts, ensuring successful formulation and execution.
- Climate Change, Environment, Forestry and Energy. Profound expertise in climate change strategies, environmental governance, and sustainable energy initiatives. Led the development and implementation of policies for climate adaptation, renewable energy, and forest management. Provided strategic policy advice to governments and international organizations, enhancing institutional frameworks and capacities. Conducted thorough evaluations of environmental and energy projects, ensuring sustainable and effective outcomes.
