Mr. Kobba brings 16 years’ experience in program management and Monitoring, evaluation, and learning, MEL to his current role as senior MEL Specialist in IRI’s Center for Global Impact, where he has provided technical support on MEL and program design to IRI projects (including USAID projects) worldwide since 2016. In his role, He Provides technical support for over 85 countries with focus on MENA, Asia and LAC. He also trains IRI staff and partners on effective MEL techniques, directly implements MEL activities that benefit program capacity building components, and applies data collected to project activity evolution. Mr. Kobba facilitated tens of workshops and trainings on participatory methods including Most significant change, Outcome Mapping, Outcome Harvesting, Appreciative Inquiry, to mention few. He also, presented multiple times on the American Evaluation Association annual conferences mostly on participatory methods and innovative MEL approaches. He holds a master’s degree in business administration from Bristol Business School, UK and a bachelor’s degree from College of Education, university of Baghdad, Iraq.
