Kelvin Mubiana Katukula is the Manager for Resource Mobilisation and Grant Management at Namibia’s National Commission on Research, Science and Technology (NCRST), where he leads funding mobilisation, grant oversight, and stronger accountability across the research portfolio. He also represents Namibia on the Global Research Council Responsible Research Assessment Working Group. He serves on
the International Science Council Committee for Freedom and Responsibility in Science, bringing a principled, evidence-led voice to the assessment and protection of research. In 2025, he elevated Namibia’s presence at Metascience 2025 by serving as a keynote panellist, demonstrating the drive, diplomacy, and systems thinking needed to translate African research priorities into global conversations and practical reform.
