  • Over 20 years of experience in planning, management, monitoring and evaluation of development and humanitarian assistance programmes in complex emergency settings and conflict-affected countries in the Middle East, Asia and Africa (26 assignments as evaluation team leader).
  • Strong skills in monitoring and evaluation of aid programmes against OECD DAC criteria, using quantitative and qualitative data collection methods, gender analysis, results-based M&E, case study development, Theory of Change, and Value for Money analysis.
  • Solid track record in providing evidence based, realistic and pragmatic recommendations to strengthen programme strategies and results; supporting coherence and coordination of programmes with multiple actors through developing common goals and outcomes.
  • Experience covers the following sectoral interventions: protection, human rights, humanitarian principles, accountability to affected populations; access to basic services; social protection and social safety nets; livelihoods and economic opportunities; food security; strengthening of local governance structures; psycho-social support during and post conflict; linking humanitarian- development – peacebuilding assistance (triple nexus); resilience focused programming; peacebuilding and conflict transformation.
  • Understanding of key principles and operational implications underpinning programme management in conflict settings and fragile states. 
  • Strong understanding of operational implications of the International Human Rights Framework, the Humanitarian Charter, UN IASC Guidelines, SPHERE Standards and other frameworks guiding Humanitarian Action.
  • Capacity building of national and international institutions including NGOs and government institutions on strategical planning, strengthening programme capacity.
  • Extensive experience working with donor countries (DFAT, DFID, EU, ECHO, SDC, SIDA, USAID), UN agencies (UNDP, ILO, UNICEF, UNHCR, UNRWA, UN Women, UN Habitat, WFP), national governments, non-state actors, private sector and civil society organizations.

Countries covered: Palestine, Lebanon, Jordan, Iraq, Syria, Yemen, Philippines, Cambodia, Vietnam, Indonesia, PNG, Solomon Islands, Ethiopia, Uganda, Zimbabwe. 

Areas of focus: Triple nexus (humanitarian, development, peace); resilience, food security, protection.
