Monitoring and Results Measurement (MRM) Manager

Elly Ojaka is a seasoned Monitoring, Evaluation, and Learning (MEL) professional with over 10 years of experience supporting large donor-funded programmes through advanced monitoring and evaluation, research, continuous quality improvement (CQI), strategic planning, and data systems strengthening. As a Monitoring & Results Measurement (MRM) Manager at Swisscontact, Elly provides strategic and technical leadership for MRM across the country portfolio—leading the development and operationalisation of results chains, MRM frameworks, KPI tracking systems, and donor‑aligned reporting processes. He oversees MIS enhancement, results measurement standards, evidence generation, and learning processes to support adaptive program management.

Elly has a strong record of leading and mentoring MEL teams, having supervised teams of up to twelve staff and guided their professional growth. He has extensive experience engaging with government ministries, district leadership, implementing partners, and community structures across Uganda, ensuring alignment, accountability, and effective delivery of complex health and development interventions.

Before joining Swisscontact, Elly served as Country MEAL Expert with Malteser International, where he supported multi-country MEL systems across Uganda, Rwanda, Kenya, South Sudan, and DR Congo. His work spanned Emergency Medical Services (EMS), WASH, Environment, livelihoods, and refugee response programs. He led evaluations, operational research, GIS‑powered analytics, indicator tracking, and learning initiatives, while strengthening capacity of District Health Teams (DHTs), healthcare providers, CHWs, and local partners.

Earlier, as Regional Programs MEL Coordinator with Pathfinder International, Elly coordinated monitoring, evaluation, operational research, and performance tracking across the Bunyoro/Albertine region. He supported tool development, updated MEL work plans and budgets, strengthened CQI systems, and guided partner performance monitoring across multiple districts.

Elly’s technical expertise includes mastery of MEAL frameworks, logframe design, results-based management, KPI and indicator tracking, and mixed‑methods data analysis using STATA, R, Power BI, and QGIS. He is highly proficient in digital data systems, including advanced Excel, Kobo Toolbox, and DHIS2, with experience designing data entry forms, configuring data elements and indicators, developing dashboards, and supporting teams to manage DHIS2-based platforms.

A strong planner and systems thinker, Elly has developed program work plans and budgets for complex multi-region projects, ensuring alignment with organizational and donor requirements while maintaining tight budget control. His leadership, technical expertise, and commitment to high-quality evidence generation continue to shape learning, performance improvement, and strategic decision-making across the programs he supports.
