Policy Impact Lab (PIL) is a born global evaluation and research organisation registered in Lithuania in 2017. We work with international organisations, foundations, public institutions and civil society partners to assess results, understand how change happens and strengthen future programming.
Our work spans democracy and human rights, civil society, independent media, migration governance, social inclusion, development cooperation and development culture nexus. We conduct project, programme and portfolio evaluations, including mid-term and final evaluations and ongoing assignments designed to support learning and adaptation.
PIL operates through a network of evaluators and researchers, assembling teams around each assignment’s thematic, country and language requirements. Our core team works in English, Russian, Belarusian, Spanish, Portuguese, French and Lithuanian; our evaluator network also includes Serbian and Georgian speakers. Where an assignment requires other local languages or specialist knowledge, we work with qualified country-based researchers.
