Stuart Coupe is an independent evaluation consultant with a D.Phil. from the University of Oxford and extensive experience leading strategic, programme and institutional evaluations for international development and humanitarian organisations. He has worked extensively with the World Food Programme and UNESCO, including as Regional Evaluation Consultant for WFP in Asia and the Pacific from 2020 to 2024. His recent assignments include evaluations of organisational strategy, community development and humanitarian programming, and the design of a mixed methods baseline for WFP Uganda’s Country Strategic Plan 2026–2030. His particular methodological interest is in developing practical, user-friendly assessment and measurement frameworks for understanding and tracking institutional change, including changes in institutional readiness, commitment and behaviour.
