Good contribution thanks Sir.

For my opinion : A Two- Pronfed Response to Funding contraints : Epistemic Pluralisme and Behavior Intervention ;

    In the central Africa sub- region, the collision of severe Funding contraints with rising Humanitarian and developmental crises demains a departure from resource-heavy,traditional evaluation paradigmes. As an independent Researcher specialising in Epistemic Deversity, strategic foresight and Social and Behovior Change SBCC communication my contribution focuses on how we can adapt evaluation and learning practices to meet OECD-DAC standards-specifically, Relevance,Effectiveness, and Efficiency without sacrificing rigor or community Accountability

  • METHODOLOGICAL ADAPTATION :

    Democratizing Evidence via epistemic diversity

    Traditional external data collection machanisms are often the first to be cut during budget crunches, leading to compromised date quality or outright blind spots.

    To uphold the DAC criteria of Effectiveness and Relevance,we must shift from costly," Parachuted" Expert evaluations to pluralistic, localized knowledge ecosystem

    (1) De-Centering the "Expert": In central Africa,we have pivoted toward epistemic diversity by integrating indigenous knowledge systems and Local community voices directly into evaluation framework

    (2) Low-Cost oral and visual matrices ; instead of expensive,tabula electronic surveys that require intensive field logistics we leverage community - held focus group discussion and localized storytelling matrics.This allows us to track reel-time qualitative outcomes in a way that respects local languages and Communication structures.Maintaining evidentiary validity at a fraction of the cost.

    Decentralized peer-to-peer learning : We establish local community learning hubs where beneficiaries monitor their own progress. This structural adaptation preserves Accountability to the affected population,treating them as co-owners of evidence rather than passive data points

    - Strategic Adaptation ; Applying SBCC and foresight to evaluation infrastructure to adress the DAC criteria of Efficiency we must optimize existing systems and employ Behavior insights to lower operational overhead

    - STRATEGIC LENS: Social and Behovior Change SBCC ;

    Practical Adaptation in central Africa micro feedback channels : we embed evaluation metrics into ongoing SBCC campaigns infructure( such as local community radio listener groupes or existing interactive SMS lines) Monitoring data doubles as evaluation evidence,elimiinating the need for standalone post-project field missions

    - DAC Alignement|Efficiency : maximizes existing programme touch point to harvest rich, longitudinal data without added cost

    - Strategic Foresight : Scenario-embedded M&E; Rather than static,retrospective end- line evaluations we build continuous horizon- Scanning and interative feedback loops into project design.Evaluators track "weak signals" of behavioural drifts or systemic failure early on

    - Sustainability and Relevance : catches design flaws or changing environnental dynamics early preventing wastes before budgets run completely dry.

    The Bottom line for week2 : Accountability should never be viewed as an optional administrative line item to be trimmed when Funding drops. In central Africa sub- region,adapting to financial pressure means recognizing that Efficiency is maximized when evaluation is localized. By relying on epistemic diversity and merging evaluation infrastructure with existing SBCC communication channels,we ensure that evidence based learning remains robust, culturally rooted, and highly compliant with international Standards even under severe duress
