What needs to change to sustain credible, independent, and useful evaluation in increasingly resource-constrained environments?
The increasing number of "dumping price" tenders winning makes me wonder about the quality and ultimately usefulness and use. I believe donors should avoid compromising on quality and use the decreased budgets for evaluations that contribute most for learning and programming, narrowing the scope and number of questions to what is most important to verify and learn.
There will be less evaluations, so perhaps we evaluators should look how to diversify:)
